It is possible to apply. You must obtain a passport, though, in order to be able to get a visa. Without having a passport you can not obtain your visa and hence can not enter Iran inorder to commence your studies!

Fill in the Visa Application Form and submit it to SUMS via email. After receiving your completed Visa Application Form and the scanned copy of the information page of your Passport, we will immediately start the administrative work for the issuance of your visa, which will hopefully be issued in a couple of weeks. Afterwards, we will send you a Visa Reference Number by which you can receive your Entry Visa from the Iranian embassy/consulate which you have written on your Visa Application Form. After your arrival in Iran, our colleagues will help you to convert your entry visa to a long-term student visa or Residence Permit.

 we immediately submit your Visa application Form  along with the scanned copy of your passport to the Ministry of Foreign Affairs of Iran, once they issue your Visa Reference Number we will send it to you via e-mail. Generally, it takes 8 to 10 weeks for you to receive the Visa Reference Number.

Your Visa Reference Number will be sent to you thorough e-mail. Once you receive your visa number, you need to go to embassy/consulate which you mentioned in your Visa Application Form, to collect your Visa. In order to receive your visa, you are requested to go in person to the consulate or embassy of Iran carrying your passport along with your Visa Reference Code.

On Average, It takes 8 to 10 weeks.
